Baltimore Mayor Brandon Scott apologizes for 2017 Harlem Park lockdown as city approves settlement with residents

Deputy City Solicitor Darnell Ingram called the Harlem Park settlement an opportunity for Baltimore Police Department, the city and the mayor's office to address how they "interact with community members to build trust" with police.
