Carroll County now at substantial COVID transmission; health department recommends masks for indoors, crowded outdoor settings

Carroll County is now classified as being at the substantial transmission level of COVID-19, becoming one of the last of Maryland’s 24 jurisdictions to do so, according to the Centers for Disease Control and Prevention.
